About the Unified State Register of Enterprises and Organizations of Ukraine

The Unified State Register of Enterprises and Organizations of Ukraine (USREOU/EDRPOU) is an automated system for collecting, accumulating and processing data on legal entities of all forms of ownership and organizational and legal forms of management, separate subdivisions of legal entities located in Ukraine, and separate subdivisions of legal entities of Ukraine located abroad.

The subjects of the USREOU are legal entities and separate subdivisions of legal entities of all forms of ownership and organizational and legal forms of management, which are located on the territory of Ukraine and conduct their activities on the basis of its legislation.

USREOU is an important component of the state statistics infrastructure of Ukraine. The register has been maintained by state statistics bodies since 1993 in accordance with the Law of Ukraine "On State Statistics". Since the entry into force of the Law of Ukraine "On State Registration of Legal Entities and Individual Entrepreneurs", USREOU has been maintained in accordance with the Regulations on USREOU, approved by the Cabinet of Ministers of Ukraine on 22.01.1996 No118 (as amended by the Cabinet of Ministers of Ukraine on 22.06.2005 No.499 (with changes)).

USREOU is maintained to ensure:

• unified state accounting and identification of entities;
• classification of subjects to obtain statistical information in a formalized form;
• monitoring structural changes in the economy in terms of activities, creation, reorganization (mergers, acquisitions, divisions, transformations) and liquidation of entities;
• improvement of statistical accounting of subjects and creation and maintenance of registers of respondents of statistical surveys (statistical registers);
• interaction with information systems of other public authorities.

At the state level, the USREOU contains information on entities in the country as a whole, and at the territorial level, it contains information on entities in the respective territory. The basis for entering data on entities to the USREOU or removing data from it, as well as making changes to the USREOU is the receipt of information from the state registrar to the state statistics body on the performance of registration actions.

In accordance with the organizational and methodological principles of the USREOU, when included in it, the subjects are classified according to the National (state) statistical classifications (classifiers).

One of the main indicators of stratification of statistical information in the organization of full-design and sample surveys is the code of the type of economic activity of the subject, which is indicated by the NACE. This classification is based on the standard international classification of activities of the European Union. The objects of classification in the NACE are the types of economic activity of statistical units (legal entities, separate divisions of legal entities, natural persons-entrepreneurs, etc.), which are grouped at the highest levels of classification in the industry. The term "branch" in the Commercial Code of Ukraine and the NACE is defined as the activity of a set of production (statistical) units involved in mostly the same or similar types of economic activity.

The data contained in the USREOU are open and publicly available, except for those related to production and financial and economic performance of entities and identification numbers of individuals - taxpayers. Information and reference service of users with USREOU data is carried out in accordance with the Regulations on the procedure and conditions of using the data of the Unified State Register of Enterprises and Organizations of Ukraine, approved by the order of State Committee of Statistics dated 28.11.2005 No.386, registered in the Ministry of Justice of Ukraine on 15.12.2005 No.1509/11789 (with changes and additions).
